History
Initially, QIOE is one of many technology complements of blockchain QIjob. It trains job-seekers to obtain expertise of AI/QI in order to complete their QI/QI-related job, offered by hiring businesses.

QIjob matches job-seekers (sellers) and job-offerors (buyers) who desire to use artificial intelligence (AI) or quantum intelligence (QI) to solve designing, diagnosing, configuring, and predicting problems. QIjob also trains these AI/QI job-seekers to apply QIjob virtual machine software products in a quantum cloud that includes shared hardware resources. QIjob initially rents quantum processors from commercial vendors like IBM, DWAVE, Regitti, and Xanadu, but gradually uses her own technology of quantum intelligence processors, licensed to vendors like TSMC. QIjob educates and subsidizes users with cryptocurrency.
Job examples to solve AI/QI problems by current white-collar workers are:
· prediction problems for financial industry, involving “quants” using statistics, time-series, deep-learning models and genetic algorithms to predict stock/fund prices.
· prediction problems for oil industry, involving complex adaptive learning system for seismic inversion, offset, and prediction model building.
· Diagnosing problems for healthcare industry, involving diagnosing patient symptoms in clinics, labs, or pathological research.
· design problems for manufacturing industry, involving AI design of designs, AI algorithms, and generative designs of CAD, CAE, and CAM (so-call CAx market).
· design, diagnosing & configuring problems for cloud services, involving machine learning and complex adaptive systems to design large application running, match apps and cloud resources, and diagnose root cause of system crash problems in cloud center.
These jobs may potentially be replaced by QI/bots. Future Unemployment rate of engineers, physicians, lawyers and accountants is underestimated by most of the labor forecast institutions (e.g. MIT Work of the Future), because of a lack of understanding of QI: QI mimics human brain to suggest creative, emergent ideas better than AI for problem solving. The unemployment of white-collar workers is coming sooner than people think. Therefore, investment on QI/AI education is in need. Additionally, trust between job-seeker and job-offeror needs effective verification at a low cost. We encourage entrepreneurs to create more ideas and productivity in combating the imminent unemployment problem using UIjob technologies to fend off competitions from monopolies.
Implementation plan involves several tasks for blockchain business (incentives, tokenization, consortium commission, privacy protection, identity, advertisement and ICO), and technology complements (QI question and answer, QI online school, AI virtual machine (AIVM), QI virtual machine (QIVM) and QI cloud products).
Benefits to the industry are:
· job-seekers can learn and apply QIjob products to resolve business problems for finance, oil, healthcare and manufacturing industries.
· businesses may lower their costs to get AI talents and resolve their headaches.
· entrepreneurs who have different business ideas can fork from QIjob open-source products and get their business running.
· investors as holders of security token benefit from QIjob’s profitability.
· we plan to build the above technology complements on top of a quantum intelligence cloud, out of spare computing, networking and storage resources. This will lower usage cost for QIjob members.
· bitcoin can be improved in scaling, encryption, and energy consumption with quantum bitcoin (“qubitcoin”). A universal basic income (UBI) is QIjob’s long-term goal when QI high-tech earning can balance a subsidizing initiative for permissionless-QIjob members.

(P1) Employment & Contract Procurement
· (P11) Unemployment: With QI/bots to replace human jobs in next few decades, global unemployment rate may increase.
· (P12) AI Job seeker/offeror problems: Businesses have various AI needs in designing, diagnosing, configuring, and predicting. They worry slowness to catch AI bandwagon and try embracing AI, but AI talents are hard to come by. AI job seekers & entrepreneurs cannot have a nurturing environment to engage in the job market or start their own businesses.
· (P13) Current verification problems: there are 3 existing job-seeker/offeror verification problems:
u Procurement solicitation – job-offerors (“hiring businesses” hereafter) settle payments (5-30%) to agents for finding qualified job-seekers / contractors / solution providers (“contractors” hereafter). Corporate personnel departments also have various ways to ensure new-hire’s capability including interviews, paper exams or online exams. Procurement could become very complicated evaluation when soliciting a contractor to perform large projects. Agents may get no paid if contract fails.
u Progress monitoring – when contractors perform the problem-solving task, hiring businesses settle payments to (1) third-party accountants to audit project-based account (account audit), and (2) third-party quality-assurance experts to audit technology quality (technology audit). Reconciliation involves contractor corrective actions.
u Final settlement – when individual contractors complete the project, there could be disputes on deadline achieving, service quality and reputation impact, thereby reconciliation processes like payment reduction or performance-based award system are used.
(P2) Monopoly
· (P21) Networking Power: Entrepreneurs face huge competitions from large incumbents & monopolies like Google, Amazon, Microsoft and IBM with very deep AI knowledge and (Cloud) hardware.
· (P22) Better AI: A technology (QI) better than AI is needed.
(P3) Bitcoin problems.
As the best-known blockchain (BC) cryptocurrency, bitcoin still have problems of scalability, mining energy consumption and crypto-quantum-breakable -- not yet an ideal universal medium of exchange. There is plenty of room for improvement.
2. Recent Development
Recent development of QIJob has changed the original goal. The next section of QIJob Manifesto reflects this drastic change. However, we shall describe the development process of the the original QIJob prototype.
