16 National economic policy planning for artificial intelligence and the author’s suggestions

16.1 Planning of the Taiwan Executive Yuan

In 2018, Taiwan's Executive Yuan released the "Approved Version of Taiwan's AI Action Plan (2018-2021)", which planned the cultivation of Taiwan's AI talents and the coordinated development of the industry.

The plan also mentions Smart Commerce, which is a business service type driven by artificial intelligence, big data, Internet of Things, edge computing and information security. The main application types include information analysis and prediction, advertising placement, The integration of services such as smart recommendations, smart agents, transaction security, or fraud prevention and combat, through more efficient algorithms and automated machine learning, can help users analyze results more accurately, save time and costs, and create common ground. Benefits, application areas include smart retail and financial technology. The following are examples of smart marketing and unmanned stores.

In 2023, Taiwan's Executive Yuan released the "Taiwan AI Action Plan 2.0 Approved Version (2023-2026)". This plan refers to the national AI plans of the United States, Britain, Japan, South Korea, and Singapore. Focus on the planning of so-called "strong artificial intelligence", such as MLOps, Unified Learning / Transfer Learning, and Explainable AI (Explainable AI or XAI).

16.2 The creation of New Taipei City’s small and medium-sized smart industry chain is based on the development of family-based enterprises

New Taipei City promotes industrial intelligence, such as developing smart manufacturing and smart transportation fields in Bali, Linkou, Tamsui and other places; promoting smart electric vehicles and high-value medical materials in Xindian and Zhonghe; developing information communications and Biotechnology industry; and through Banqiao Digital Technology, it introduces financial technology to Xinzhuang to drive the transformation of industry transmission in Wutai, Sanlu, Tushu and other areas.

Family-style development of smart industries: Although New Taipei City has the Xindian Smart Industrial Park where large enterprises have settled, the government should actually assist small and medium-sized enterprises in the AI ​​industry, especially new smart industries that start from home offices, similar to the Garage in Silicon Valley in the United States. Startup. Because Taiwanese people have a high level of education, they are suitable for the development of the software industry. In particular, AI can help write programs, giving young people many opportunities to start their own businesses. At that time, Youmei Craft Club was also developed from a family in Yonghe Boai Street, and the software industry does not cause environmental pollution like chicken farms and battery factories. Moreover, after the spread of the new coronavirus, everyone is already familiar with working at home. The government should seize this opportunity and vigorously provide guidance to AI small and medium-sized enterprises.

Taiwan has been very effective in guiding small and medium-sized enterprises to establish semiconductor hardware industry chains in the past, and has also overcome South Korea's style of helping large companies. In guiding the AI ​​software industry, we should take root downwards, starting from individuals or families, to enrich the people.

16.3 Building the AI ​​industry chain

Based on the open source software AIVM of the Quantum Intelligence Association, various technology startups that apply AIVM can be formed: GPT advertising company, FinTech consulting company, smart manufacturing company, W3 smart cloud computing company, smart online education company, machine programming software companies, GPT customization companies, etc. We will explain this in detail in Volume 5.

16.4 Creation of QI industry chain

Based on the open source software QIVM of the Quantum Intelligence Association, various technology start-ups that apply AIVM can be formed: mental health medical software companies (suffering from depression, autism, Alzheimer's disease, Parkinson's disease, schizophrenia) ), investment consulting company + market psychology technology, advertising company + mass psychology technology, etc. We will explain this in detail in Volume 6.

16.5 Financing

Large enterprises related to various industries will invest 10 million yuan to become a venture fund for new technology startups. The New Taipei City Government promises that the capital contributed by large enterprises will be tax-free. In addition, the New Taipei City Government will also provide low-cost office space for applied technology startups in the New Taipei City Smart Industrial Park to facilitate the development of small family businesses into medium-sized enterprises for use in the smart industry.

16.6 AI/QI key technologies and software upgrades

The Quantum Intelligence Association transfers key technologies to technology startups from downstream manufacturers, upgrades their software, and solves generative AI and QI problems.
